Emergency lights are often tested at the same time as the Fire Alarm system, they should be given a duration test to make sure the battery pack is strong enough to last the full 3 Hours, this is a important test because in the event of a power failure or fire you need to know the Emergency lights will last long enough to evacuate the building and give the Emergency services enough light to access the building safely.
